Color-Tex had allowed their steam and process water plants to deteriorate – resulting in over 72 outages in 1996. The coal capable steam plant was burning expensive natural gas due to failure of the coal handling, burning, and environmental systems. Peregrine Energy purchased the facility, staffed it, and invested the required capital to implement a new water plant and other savings-related projects including installation of new turbine and boiler controls.
