Color-Tex had allowed their steam and process water plants to deteriorate – resulting in over 72 outages in 1996. Peregrine Energy purchased the central steam and process water plant in April 1997 and implemented over $5 million in capital improvements through a turnkey, design/build, own/operate structure. The improvements included a new coal unloading system.
